ADVERTISEMENT FOR BIDS
Public notice is hereby given that the Diamond State Port Corporation will be accepting Bids from qualified, experienced Bidders to perform the work associated with the rehabilitation of Berth 6 at the Port of Wilmington. In general, the required work includes, but is not necessarily limited to:
Selective demolition and reconstruction of portions of an existing, steel framed transit shed structure; Construction of a pile supported, reinforced concrete, deadman structure; Installation of supplementary steel H-piles;
- Installation of pile encasements;
- Structural repair of existing, deteriorating, reinforced concrete pile caps, columns, beams/stringers and elevated deck slabs;
- Miscellaneous associated catch basin and stormwater piping modifications; and
- Associated paving work.
In securing funding for this Project, the Diamond State Port Corporation applied for and was awarded a Federal Grant under the provisions of the Full Year Consolidated Appropriations Act, 2013 (Pub. L. 113-6, March 26, 2013), regarding National Infrastructure Investments (the "Act"). The grant program under the Act is referred to as "FY 2013 TIGER Discretionary Grants" or "TIGER Discretionary Grants." As Grantee of a Tiger Discretionary Grant, DSPC has committed to the following:
“The Grantee, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.”
All Bids are required to be based on State of Delaware Prevailing Wage Rates or Federal Prevailing Wage Rates, whichever are higher. Anticipated start of construction is mid- April 2018.

Bids will be accepted from Friday, February 23, 2018 until 3:00 P.M., Friday, April 6, 2018 and will be publicly opened at that time at the Port of Wilmington Administration Building. The Diamond State Port Corporation may extend the time and date of the Bid Opening. Attendees at mandatory Pre-Bid Conference will be notified by email of such change at least two (2) days prior to the scheduled Bid Opening date.
Contract Documents will be available on Diamond State Port Corporation website (http://portofwilmington.com) under the tab Bids & Proposals beginning Monday, February 26, 2018. A mandatory Pre-Bid Meeting will be held at the Port of Wilmington Administration Building at 1:00 P.M., Wednesday, March 7, 2018.
